Slight Difference

Progression of gambling phases

Robert Custer, a leader in gambling psychology, has identified three phases to the progression of gambling:

  • Early Stage Dependence (Winning Phase)
    In this stage, the financial rewards or the internal escape received as a result of gambling behaviour provide sufficient motivation for the behaviour to continue
  • Middle Stage (Losing Phase)
    Losses begin to stack up, gamblers start “chasing” their losses, which cause the gambling behaviour to become more out of control.
  • Late Stage (Desperation Phase)
    In this final stage, the gambler becomes overwhelmed.  There are extreme emotional, financial and family/relationship problems.  Criminal behaviour may occur, with possible legal consequences.

Ontario Gambling Strategy

The government of Ontario through the Ministry of Health and Long term Care and the Ministry of Health Promotion, funds a strategy that is aimed at problem gambling.  Two per cent (2%) of the annual gross slot revenue from charity casinos and slots facilities at racetracks goes to  those Ministries for problem gambling research, treatment, prevention and public awareness.  The amount for the fiscal year 2003/2004 was $21, million.

The mandate of this strategy is threefold:

Ontario Lottery and Gaming Corporation (OLG)

Created on April 1, 2000 under the Ontario Lottery and Gaming Corporation Act, 1999, the Ontario Lottery and Gaming Corporation (OLG) is a provincial agency operating and managing province-wide lotteries, casinos and slots facilities at horse racing tracks.

Generating approximately $6 billion in annual revenues and $2 billion in annual profit for the Province of Ontario, OLG businesses directly employ 20,000 people and support nearly 11,000 independent lottery retailers.

Responsible Gaming

OLG is strongly committed to upholding the public’s best interest by delivering its products and services in a socially responsible manner. On March 31, 2005, the Corporation launched its Responsible Gaming Code of Conduct, a blueprint to reduce the risk of problem gambling in Ontario. Through a series of initiatives, OLG is strengthening its corporate commitment, enhancing customer information and education programs and developing programs and polices that improve the gaming environment.

Ontario has one of the best-funded problem gambling strategies in North America. To date, approximately $113 million has been allocated to the Province’s Problem Gambling Program.

Where the Money Goes

The Ontario Lottery and Gaming Corporation Act, 1999 directs gaming proceeds to provincial hospitals, sport, recreational and cultural activities, and to charitable organizations and non-profit corporations through the Ontario Trillium Foundation, and other government priority programs such as health care and education.
